Is not directly implemented. Most of its features can be easily implemented.
if (my $f = open("filename", :r)) { $f.close};   # is touch -a
if (my $f = open("filename", :a)) { $f.close};   # is touch
if (my $f = open("filename", :w)) { $f.close};   # will create the file if it does not exist
